My Photograph from the Morris Arboretum big trees tour. This tree is a blue atlas Cedar ( Cedrus Atlantica ).
The straight species is native to the Atlas Mountains of North Africa and is not a native of North America.
Layered branches with blue-green needles creates a picturesque landscape tree.
The tree has small finger shaped male cones on lower branches that pollinate attractive large beehive shaped female cones above.

Okay, Philadelphia is actually currently mapped in USDA 7 – and the Morris Arboretum has a page up showing a different specimen – which unlike this one has the correct coloring and habit for Blue Atlas Cedar – growing there! So then the thing about the tree on this page is that is doesn’t look the part, does look like a Cedar-of-Lebanon.
Yes, its appreance is more like the Cedar-of-Lebanon, I will check the tag on the tree, Thanks again.

I think regional location of planting and appearance of tree are likely to point to this actually being a Cedar-of-Lebanon.
